SYNOPSIS: At 3:00 PM today, the center of Tropical Depression "JULIAN" was estimated based on all available data at 455 km East of Itbayat, Batanes (20.0°N, 126.1°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving Southwestward at 20 km/h.

SYNOPSIS: At 3:00 PM today, the center of the eye of Typhoon "JULIAN" {KRATHON} was estimated based on all available data at 80 km West of Basco, Batanes (20.5°N, 121.2°E) with maximum sustained winds of 175 km/h near the center and gustiness of up to 215 km/h. It is moving West Northwestward at 15 km/h.
ABOUT SATELLITE. HIMAWARI 8/9. The HIMAWARI 8/9 are geo-stationary weather satellites, successors to Japan Meteorological Agency's (JMA) Multi-functional Transport Satellite (MTSAT) series. Himawari 8 was launched by JMA in July 2015 and was installed at PAGASA last December 2015.
Radar. The development of Radar Quantitative Precipitation Estimation (QPE) allows for the identification and measurement of rainfall levels during a radar observation. Interference (Lin et al. 2021), sea clutter, and ground clutter were removed from the radar using a fuzzy logic quality control approach.
