SYNOPSIS: At 3:00 AM today, the center of Typhoon "JULIAN" {KRATHON} was estimated based on all available data at 85 km South Southeast of Basco, Batanes (19.8°N, 122.4°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Westward at 10 km/h.

Meanwhile, Light to Moderate rains are expected over #Cagayan, #Isabela, #IlocosSur, #LaUnion, #Pangasinan, #Benguet and #Aurora within the next 2 to 3 hours.
