Elpidio Quirino y Rivera was born on November 16, 1890, at the Vigan Provincial Jail in Vigan, Ilocos Sur. He was the third child of Mariano Quirino y Quebral of Caoayan, Ilocos Sur and Gregoria Rivera y Mendoza of Agoo, La Union. [1] A Chinese mestizo descendant, Quirino was baptized on November 19, 1890.
