Press Alt + Ctrl + Shift + S to open the Styles list. Click on the Manage Styles button at the bottom. It's the one with a tiny pencil. On the Edit tab of the Manage Styles dialog, the style name for the black text will be highlighted. Click on the New Style button. Give the style a name, then click on the Format button and choose Font.

UPDATE 11/16/2023: With the Windows 11 update that came out just recently, this issue has been resolved and my desktop fonts remained black after the update. Thank you Microsoft for fixing this issue!

The latest update changed my screen to black and the font color on my icons to white. I HATE it. So I changed the background and the font color is still white which is very HARD to read.
