The report did not state what caused the victim’s death but his legs and feet were tied with a cable while a nylon rope was tied around his neck and packaging tape on his face. To “salvage” is typically a more secretive affair. These killings, ordered by Duterte’s administration, are ostensibly justified in the context of the war on drugs. Typically, “salvage” is used when a dictator or ruthless politician wants someone dead incognito.
