Update: It's already working. I was trying to transfer my money from Paypal to Gcash but the app said Paypal is under maintenance. May I know how long the maintenance will run? It was just today (February 29, 2024) that I encountered it. I was able to transfer money just yesterday morning.

There's no withdrawal fee when you transfer your available PayPal balance to your GCash account. If you were charged a fee for your withdrawal, it would mean the fee was taken by GCash.
