Elpidio Quirino (born Nov. 16, 1890, Vigan, Phil.—died Feb. 28, 1956, Novaliches) was a political leader and the second president of the independent Republic of the Philippines. Pres. Franklin D. Roosevelt signing the Tydings-McDuffie Act, providing for a 10-year commonwealth in the Philippines, on March 24, 1934.
