Estelito "Titong" Patdu Mendoza (born January 5, 1930) is a Filipino lawyer who served as Solicitor General of the Philippines from 1972 to 1986. As Solicitor General, he successfully defended the validity of the 1973 Constitution of the Philippines in the Ratification Cases.
In 1980, he was governor of Pampanga. In 1984, he served as minister of justice and a member of the Batasang Pambansa. Mendoza recalled the hardest case he handled was the Javellana vs. Executive Secretary case that virtually paved the way for Marcos' one-man rule.
