[3] Hempstead County is Arkansas's fourth county, formed on December 15, 1818, alongside Clark and Pulaski counties.

The Missouri territorial legislature had created three counties from Arkansas County —Hempstead, Clark, and Pulaski. The county was named for Edward Hempstead, the first delegate to Congress from Missouri Territory.
