HISTORY. Republic Act No. 5521, approved on June 21, 1969, gave Bicol University corporate existence. Although the law took effect upon its approval, the formal organization and establishment was on September 22, 1970, by virtue of Resolution No. 1 of the Board of Regents.
The Bachelor of Science in Development Communication (BS DevCom) is the first undergraduate program of Bicol University Open University (BUOU) by virtue of the 139 th Regular Meeting of the Bicol University Board of Regents (BOR), thereby approving the offering of the program effective school year 2023-2024.

Bicol University in partnership with its internal and external stakeholders shall provide relevant, research-based, innovative, culture and gender-sensitive extension undertakings to improve the life of the community or institutions.
HISTORY. The Bicol University College of Nursing history can be traced back to the Republic Act No.5521, dated January 17,1969 which was enacted during the fourth session of the Sixth Congress of the Republic of the Philippines.
The Language Center, located at the ground floor of the Multipurpose Building of the Bicol University College of Arts & Letters, is an academic support service of Bicol University that conducts specialized projects and language training programs for all members of the University and the community who wish to enrich their communication skills.
