This article reviews the past and present initiatives and programs related to Sex Education in the Philippines, and the ideological debates and human rights frameworks that shape them. It also discusses the role of the Catholic Church, the International Conference on Population and Development, and the Population Education Program in shaping the policy discourse.
Abstract. Comprehensive Sexual Education is often overlooked due to its sensitive nature in conservative society, resulting in higher teen pregnancy rates, unsafe sex practices, and an increase in sexually transmitted diseases.
In 2018, the Department of Education established the Policy Guidelines on the Implementation of Comprehensive Sexuality Education (CSE) in an effort to reduce the increasing prevalence of teen pregnancy, sexual assault, and STIs such as HIV, among young Filipinos.
The Philippines, being a Christian country, finds Sex Education a sensitive topic to discuss with.
