SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "CARINA" {GAEMI} was estimated based on all available data at 280 km Northeast of Itbayat, Batanes (22.8°N, 123.5°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h.
