Howell Cobb (September 7, 1815 – October 9, 1868) was an American and later Confederate political figure. A southern Democrat, Cobb was a five-term member of the United States House of Representatives and the speaker of the House from 1849 to 1851.

Howell Cobb (1815--68) was president of the Provisional Confederate Congress and was a Confederate general in the American Civil War. Born in Jefferson County, Georgia, he studied law and was admitted to the bar. He was a member of the U.S. Congress from 1843 to 1851.

Howell Cobb was a Georgia congressman and treasury secretary who resigned in 1860 to join the secession movement. He presided over the Confederate convention in 1861, but his nationalist views made him unpopular among the radicals.
