Holding back from killing a guy that could make powerful and influential people start noticing him in a bad way isn't the same as playing a big hand in a country's slump into poverty or killing someone who expresses dissent at you.
The way they are selling Marcos Jr. as the "messiah" who will deliver the poor from their destitute situation with promises of gold, wealth, free utilities, and public transport can easily capture the imagination of the poor whose dire situation prevents them from making critical decisions not to mention their susceptibility to misinformation.
