If you take Dark Harvest, you can just poke them down to >50% and then hit them again in laning phase and you should have enough to be doing decent damage by mid game. I usually take dark harvest because Ezreal's range let's him poke from pretty far away, so you can stack it without the risk of getting abused by the enem.
