  4. 7. The Act is amended by inserting after section 5, the following sections: 5A. (1) Subject to section 5B(2), a person who smokes or uses cannabis or cannabis resin in a public place commits an offence and is liable, on summary conviction, to a fine of fifty thousand dollars.
