CosIng – Glossary of ingredients Article 19(1)(g) of Regulation (EC) No 1223/2009 requires the labelling information on cosmetic products to include a list of ingredients. The ingredients are to be expressed using the common ingredient name set out in a glossary compiled and updated by the Commission pursuant to Article 33 of that Regulation.
Cosmetics range from everyday hygiene products such as soap, shampoo, deodorant, and toothpaste to luxury beauty items including perfumes and makeup. These products are regulated at European level to ensure consumer safety and to secure an internal market for cosmetics.
CosIng is an information-only database that provides a distinction between ingredients and substances. By convention in CosIng: Ingredients are considered all entries included in the CosIng inventory 1 for labelling purposes and are displayed in capital letters (e.g. ETHANOL) and with the symbol “I”.

Ingredient functions describe what an ingredient is doing in the cosmetic formulation. We tried to come up with a list that is both user-friendly and describes the most important functions. You can read a much more complete, official function list at the EU Cosmetic Ingredient Database (CosIng).
