Tarlac City, officially the City of Tarlac ( Kapampangan: Lakanbalen ning Tarlac; Pangasinan: Siyudad na Tarlac; Ilocano: Siudad ti Tarlac; Filipino: Lungsod ng Tarlac [tɐɾˈlak] ), is a 1st class city and the capital of the province of Tarlac, Philippines.

The establishment of Victoria as a community may be traced back in the mid 1800’s when the Spanish regime started to expand north from Manila. It almost happened at the same time when Porac and Florida Blanca (now part of Pampanga) and Tarlac (now Tarlac city) were formed.
History. From Bacolor, Pampanga came the leaders and first settlers who cleared the land, fertile the soil, and started a settlement in the area now known as Tarlac City. It was formally founded in 1788. The little community grew rapidly as settlers from Zambales, Pampanga, Bataan and elsewhere flocked the town.
The name “Tarlac” is a Hispanized derivation of the Aeta word for a “talahib-like” weed called “Malatarlak.” The Aetas lived in the western mountain regions of what is now the municipality of Bamban. Tarlac Province was the last province organized in Central Luzon in 1874 by the Spaniards.
