May 15, 2012 · The annual Tsinelas Festival began in 2002 to mark the first anniversary of the cityhood of Gapan and to promote the slipper industry. Gapan was the oldest town in Nueva Ecija before it was declared a city in August 25, 2001. The Liwag family was the one of those who started the slipper industry in Gapan.
