There will be exceptions, but, in general terms, in BE, the floor at ground level is referred to as "the ground floor" and in AE is referred to as "the first floor". The 2nd floor is entered from the street side, but is at least 8' below street level; one has to go down a ramp, or a dozen steps, to get to the 2nd floor entry. The 3rd floor starts about 6' above street level.

Asia is a rather large place, and what they do in China or Japan is not what is done everywhere else. In those countries, what Americans call the First Floor is the Ground Floor, and what Americans call the Second Floor is the First Floor, and so on.
