About William Penn (Royal Navy officer) Sir William Penn (23 April 1621 – 16 September 1670) was an English admiral and politician who sat in the House of Commons from 1660 to 1670. He was the father of William Penn, founder of the Province of Pennsylvania.

Penn's father (also named William), an admiral in the Royal Navy, was a supporter of King Charles I and was able to keep his possessions even though the king lost the war (and his life). The Restoration, the ascension to the throne of Charles II, came in 1660, and the new king rewarded Admiral Penn for his loyalty by investing heavily in the navy.

The Life of William Penn. William Penn was baptized in All Hallows by the Tower in London on October 23, 1644, as the son of William and Margaret Penn. His father would become an Admiral under Charles II. Raised an Anglican, he attended Christ Church College in Oxford at the age of sixteen.
