Francis "Kiko" Pangilinan (Manilla, 24 augustus 1963) is een Filipijns politicus. In 2001 werd Pangilinan gekozen als lid van de Filipijnse Senaat . Zes jaar later werd hij tijdens de verkiezingen van 2007 als onafhankelijk kandidaat herkozen.
Francis "Kiko" Pangilinan is a public figure who served as a Councilor of Quezon City from 1988 to 1992 and as a Senator of the Philippines from 2001 to 2013. He was also appointed as Presidential Assistant for Food Security and Agricultural Modernization in 2014 and was in office for a year.
