The town of San Emilio Ilocos Sur kicks off its 2023 Tapey Festival thru a Grand Foot, Float, and Balliwes parade followed by an Opening Program wherein the Unveiling of Gen. Emilio Aguinaldo Monument and wreath laying, release of 300 balloons were held.
