The Child and Youth Welfare Code, established by Presidential Decree No. 603, is a comprehensive legal framework designed to protect and promote the rights and welfare of the young generation in the Philippines.
The Council for the Welfare of Children (CWC) was created through Presidential Decree 603, otherwise known as the Child and Youth Welfare Code in 1974. (a) The State recognizes the vital role of children and youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.
