If you want really cheap stuff in Manila, you head to Divisoria. It's basically a whole suburb of shops and market stalls that sell retail, but at wholesale prices. It's where Sari Sari store and shop owners from all over the Philippines go to buy in bulk. The Grab driver told us to be careful and on the lookout for pick pockets.
