Apr 18, 2017 · First make sure the conditions are met, apparently you need to have 13 NPCs in your world before she would spawn. The wiki also says that she spawns in the morning, so if it's morning and no party girl spawn you could (maybe) use that sundial thing to advance time to next morning.

The Slice of Cake is a furniture item acquired by being the first player to talk to the Party Girl during a Party that occurred by random chance at dawn. Player-initiated Parties (caused by a Party Center), or the Party initiated at the creation of Celebrationmk10 or Get fixed boi worlds will not cause her to give players the Slice of Cake.
