A method is able to operate on data that is contained within the class (remembering that an object is an instance of a class - the class is the definition, the object is an instance of that data). (This is a simplified explanation, ignoring issues of scope etc.)

Declare public static functions in the proper class, and if you need functions because of hierarchy/modularity or structural reasons then put it in a separate JSP, and include that. In the latter case, parameters can be passed on with request.setAttribute(String, Object) and request.getAttribute(String, Object).
