  4. Edward R. Roybal was born on February 10, 1916 in Albuquerque, New Mexico. His family moved to Boyle Heights in Los Angeles where Roybal graduated from Roosevelt High School. He went on to study business administration at the University of California, Los Angeles and law at Southwestern University.

In response to community concerns over both police abuses and at-risk youth, Roybal organized a committee to try officers accused of misconduct and developed programs that provided greater opportunities for young people.
