The configuration of the inbound device or sub-assembly changes to a different configuration when it leaves the process. Configuration in, does not equal configuration out at some level.

Just to cite an official definition from the (broken link removed) Reprocessing is the treatment of a batch or sub-batch of materials of unacceptable quality by repeating the same process steps from a defined stage of production so that its quality may be made acceptable.
Nov 4, 2016 · 8.7.1.4 (rework) - shall obtain approval from the customer, if required by the customer. 8.7.1.5 (repair) - shall obtain approval from the customer. So, correct qualification of the operation to the group of "rework" or "repair" may be important. Agree with Peter that it's better to distinguish the difference by comparing with 8.7.1.4 and 8.7.1.5.
Dec 30, 2008 · Re: Definition of Rework Vs Repair-ISO 13485 I don't know if this helps but 8.3.3 of ISO/TR 14969:2004 (Guidance on the application of 13485) offers the following: "Correction" refers to repair, rework, or adjustment and relates to the disposition of an existing nonconformity, whereas the "Corrective Action" relates to the elimination of the causes of nonconformity.

The options to resolving non-conforming product, as far as the part is concerned, are 1) Destroy 2)Return to supplier 3)Rework 4)special disposition (use as is). Under most company quality systems, the last three are rarely recommended or used.

It appears to me that 2 meanings of the term "repair" are possible: repair as in Maintenance, Repair, and Overhaul (activities to inspect and service operational and used equipment, to bring it to serviceable condition); and repair or rework as in the MRB solution to a non-conformance during e.g. OEM build.
