The Political Constitution of 1899 is written in Spanish which was the official language of the Philippines at the time. It is composed of one hundred one articles divided into fourteen titles, with transitory provisions in eight further articles, and with one un-numbered additional article.
No person shall enter the domicile of a Filipino or foreigner residing in the Philippine Islands without his consent, except in urgent cases of fire, flood, earthquake, or other similar danger, or of unlawful aggression proceeding from within, or in order to assist a person within calling for help.
The first Philippine Republic was inaugurated in Malolos, Bulacan on January 21, 1899. After being proclaimed president, Emilio Aguinaldo took his oath of office. The constitution was read article by article and followed by a military parade. Apolinario Mabini was elected as a prime minister.

However, when a criminal caught in fraganti should take refuge in his dwelling house, the authorities in pursuit may enter into it, only for the purpose of making an arrest. If the criminal should take refuge in the dwelling house of foreigner, the consent of the latter must first be obtained. Article 11.
